29 CFR 1910.1000(a)(2): Employee(s) were exposed to an airborne concentration of particulates not otherwise regulated (Total Dust) listed in Table Z-1 in excess of the 8 hour Time Weighted Average concentration of 15 mg/m3 (milligrams per cubic meter): a) Bag Packing Area - The employer exposed an employee to respiratory hazards, in that an employee working at the masonry cement bag packer #2 was exposed to particulates not otherwise regulated (Total Dust) at an 8-hour TWA of 28.0 mg/m3. This level exceeded the permissible exposure limit (PEL) of 15.0 mg/m3 by 1.867 times. The exposure was derived from a sample collected over a 423 minute sampling period on April 5, 2018. Exposure calculations included a zero increment for the minutes not sampled.

29 CFR 1910.1000(e): Feasible administrative or engineering controls were not determined and implemented to achieve compliance with the limits prescribed in 29 CFR 1910.1000(a) through (d): a) Bag Packing Area - The employer exposed an employee to respiratory hazards, in that the engineering and/or administrative controls in use were not adequate to keep the employee exposure levels below the permissible exposure limit (PEL) for particulates not otherwise regulated (Total Dust). An employee working at the masonry cement bag packer #2 was exposed to particulates not otherwise regulated (Total Dust) at an 8-hour TWA of 28.0 mg/m3. This level exceeded the permissible exposure limit (PEL) of 15.0 mg/m3 by 1.867 times. The exposure was derived from a sample collected over a 423 minute sampling period on April 5, 2018. Exposure calculations included a zero increment for 57 the minutes not sampled.
