An operator dismounted the Moffett Truck-Mounted Forklift without fully lowering the load engaging means, neutralizing the controls, and setting the brake.   The operator elevated a platform approximately 8 feet above ground level, dismounted the truck, and accessed the elevated platform to assist a co-worker install a vinyl roof cover on the roof of a temporary structure.    Observed on or about 4/06/8.
