29 CFR 1926.1053(b)(4): Ladders were used for purposes other than the purpose for which they were designed:        a. 820 US Highway 9, Avenel, NJ - Wendy's    Employees engaged in commercial HVAC installation activities used a 12-foot Werner A-frame ladder in a manner not intended by the manufacturer. Employees used the A-Frame ladder in the closed position as a means of access from ground level to the roof of the coolers.    Violation observed on or about April 26, 2018    b. 820 US Highway 9, Avenel, NJ - Wendy's    Employees engaged in commercial HVAC installation activities used a 12-foot Werner A-frame ladder in a manner not intended by the manufacturer. Employees used the A-Frame ladder in the closed position as a means of access from the roof of the coolers to the top of the parapet wall.
