Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. At the residential construction site located at 8383 N. Booth Avenue in Kansas City, Missouri: Employees were exposed to fall hazards. Painters were observed painting and working at height. Painters were exposed to a fall distance of greater than 12 feet eave to ground without use of fall protection.

29 CFR 1926.1053(b)(1): Portable ladders were used for access to an upper landing surface and the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladder was used to gain access: At the residential construction/painting site located at 8383 N. Booth Avenue in Kansas City, Missouri: Employees were exposed to fall hazards. Painters were observed accessing and egressing the roof by way of a portable ladder that did not extend 3 feet past landing. Painters were exposed to a fall distance of greater than 12 feet eave to ground without use of fall protection.
