29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met:  a) Production-Mixing Room: On or about 4/18/18, and at times prior, the employees were exposed to skin and eye irritations, in that a written hazard communication program was not implemented for employees handling hazardous chemicals such as pump primer.

29 CFR 1910.1200(h)(3)(iv):   The details of the hazard communication program developed by the employer, did not include an explanation of the  safety data sheet, including the order of information and how employee could obtain and use the appropriate hazard information:  a) Production-Mixer Room: On or about 4/18/18, and at times prior, the employees were exposed to skin irritation hazards, in that hazard communication training on the new labeling requirements and safety data sheet format was not provided to employees while utilizing hazardous materials such as pump primer.
