29 CFR 1926.451(g)(1)(vii): Each employee on a scaffold, not otherwise specified in paragraphs (g)(1)(i) through (g)(1)(vi) of this section, more than 10 feet (3.1 m) above lower level was not protected from falls by the use of personal fall arrest systems or guardrail systems meeting the requirements of paragraph (g)(4) of this section.  a) Work site was located at 235 Grand Street, Jersey City, NJ 07302  An employee was exposed to fall hazards as he was working on the suspended scaffold that lacked end rails on the south side of the Tower building in the area of the second floor with no fall protection on exposing himself to a potential fall of approximately 14 feet.  Violation was observed on or about May 14th, 2018
