29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames,  or uprights did not bear on base plates, mud sills or other adequate firm foundation:    a) Interior of Building -  Scaffold on Front Wall: Employees were exposed to fall hazards of approximately  12 feet while engaged in masonry activities from a welded frame scaffold that was resting on wooden planks without a metal base plate, on or about 6/1/18.
