29 CFR 1910.119(h)(3)(ii): The contract employer shall assure that each contract employee is instructed in the known potential fire, explosion, or toxic release hazards related to his/her job and the process, and the applicable provisions of the emergency action plan.    The contract employer did not ensure the contract employees had been trained on the area hazards of methanol while working in and around areas such as, but not limited to, the Solvent Separation E process line in building 87 that contain methanol.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area:    The employer did not provide hazard communication training to employees who are exposed to chemicals such as, but not limited to, methanol (eye and skin irritation, unconsciousness).
