29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):    a) Front Porch Roof Surface, Residence, 1303 Main Street, Moosic, PA - The employee on the low sloped roof over the front porch was engaged in replacement shingling activities without any means of fall protection and was exposed to an eleven (11) foot, nine (9) inch fall hazard, as observed on or about June 18, 2018.    In accordance with 29 CFR 1903.19, abatement certification is not required for this violation as the hazardous condition was corrected during the inspection.

29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems:  a) Detached Garage Roof, 1303 Main St, Moosic, PA:  Employees were engaged in replacement shingling activities on a 6:12 pitched roof without any means of fall protection, exposing the employees to an eight (8) foot fall hazard, observed on or about June 18, 2018.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed.  a) Front Porch Roof Surface, Residence, 1303 Main Street, Moosic, PA - Employees used a Model D1224-2 Werner Aluminum Extension Ladder for roof access/egress with fly section side rails that extended eighteen (18) inches above the top of the front porch roof eave exposing the employees to an eleven (11) foot, nine (9) inch fall hazard, as observed on or about June 18, 2018.  In accordance with 29 CFR 1903.19, abatement certification is not required for this violation as the hazardous condition was corrected during the inspection.
