(i) When work was performed less than 6 feet (1.6 m) from the roof edge, the employer must did not ensure each employee was protected from falling by a guardrail system, safety net system, travel restraint system, or personal fall arrest system.  a. On or about June 28, 2018, at the above addressed jobsite, an employee performing gutter cleaning operations on a roof was exposed to falls of approximately ten (10) feet created by the presence of unprotected sides.

29 CFR 1910.30(a)(1): (a) Fall hazards. (1) Before any employee is exposed to a fall hazard, the employer did not provide training for each employee who uses personal fall protection systems or who is required to be trained as specified elsewhere in this subpart.  Employers must ensure employees are trained in the requirements of this paragraph on or before May 17, 2017.  a.  On or about June 28, 2018, at the above addressed jobsite, an employee conducting gutter cleaning operations was not provided training on how to minimize fall protection hazards, thereby exposing the employee to the hazards associated with falls.
