29 CFR 1910.147(c)(1): Energy control program. The employer shall establish a program consisting of energy control procedures, employee training and periodic inspections to ensure that before any employee performs any servicing or maintenance on a machine or equipment where the unexpected energizing, startup or release of stored energy could occur and cause injury, the machine or equipment shall be isolated from the energy source and rendered inoperative.  On or about 03 July 2018, the employer did not establish an energy control (lockout/tagout) program consisting of energy control procedures, employee training and periodic inspections to ensure that before any employee performed any servicing or maintenance activity, the machine would be isolated and rendered inoperable. Employees were exposed to caught-in and struck by hazards, which were likely to result in crushing injuries and/or amputation, from unexpected energizing, start up or release of stored energy from the HWACHEON Hi-Eco-10 and DAEWOO-Puma 6S CNC machines.  Abatement documentation is not required for this item.
