29 CFR 1926.20(b)(2): Such programs shall provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers. On July 5, 2018, there were no frequent and regular inspections being performed by a competent person in that an employee was working from the top plate of a stud wall at fall heights greater than 12 feet above the next lower level without a fall protection system; there were no conventional fall protection available at the site for employee use while framing a roof at the jobsite; and employees were using pneumatic nail guns without donning necessary eye protection.

29 CFR 1926.501(b)(1): "Unprotected sides and edges." Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level shall be protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On July 5, 2018, located on the north side of a commercial structure, employees were performing framing operations while standing on top of the stud wall with unprotected sides and edges and not utilizing a fall protection system. Potential fall heights were measured to be greater than 12 feet above the next lower level.

29 CFR 1926.503(a)(1): The employer shall provide a training program for each employee who might be exposed to fall hazards. The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards. The employer did not provide a training program for employees that were performing framing work on a commercial roof structure while not utilizing a fall protection system and exposed to fall heights greater than 12 feet above the next lower level.
