29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. On or about July 11, 2018 at 8600 Pontchartrain Blvd., New Orleans, LA, the employer allowed employees to access multi-levels of scaffolding to access the second floor of a condo without fall protection or safety nets exposing them to fall from hazards. Instance 1: Employees were using multi-level scaffolding to access the exterior of a multi-story condo to install the floor framing exposing them to fall hazards. Instance 2: Employees were walking on wooden I beams at heights greater then 20 feet to frame the second floor of a condo.

29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used: On or about July 11, 2018, at 8600 Pontchartrain Blvd., New Orleans, LA, the employer allowed employees to work from a scaffold that did not have a ladder as a safe means of access or egress.
