29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b): a) At the jobsite - On or about July 26, 2018, employees working on the roof of a single family residential dwelling installing asphalt roof shingles were not provided with fall protection, exposing employees to fall hazards of up to 20.3 feet onto the earthen ground. Epifanio Alarcon dba Epifanio Alarcon was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 959649, citation number 1, item number 003 and was affirmed as a final order on June 12, 2014, with respect to a workplace located at 111 Jonesburg Court (Lot 6), Savannah, Georgia. 29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) Front of the building, on or about July 26, 2018, employees used a Werner aluminum extension ladder that did not extend 3 feet above the upper landing surface to access the roof of a new single family residential dwelling during the installation of asphalt shingles, resulting in fall hazards of up to 10.1 feet onto earthen ground.
