29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. Cross braces were used as a means of access. Location: 7502 15th Ave. Brooklyn, NY. On or about 7/27/2018, a) The employees did not have a safe means of access to the scaffold when the used the platform assembled on the 2nd tier of the support scaffold to conduct work. They climbed the frames and cross braces in lieu of using a ladder for access.
