IH45, Hutchins, TX an employee was observed using a JLG model 600S boom lift to access steel cross members without personal fall restraint or arrest sytem exposing that employee to a fall hazard of approximately twenty-one (21) feet to the ground below.    Note to paragraph (b)(2)(v): As of January 1, 1998, subpart M of this part (1926.502(d)) provides that body belts are not acceptable as part of a personal fall arrest system. The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated under 1926.502(e).

IH45, Hutchins, TX an employee was observed standing on the middle rail while using a Skyjack model SJIII-3219 scissor lift to access steel cross members exposing that employee to a fall hazard of approximately eighteen (18) feet to the concrete floor below.
