29 CFR 1926.451(c)(2)(iv): Front-end loaders and similar pieces of equipment were used to support scaffold platforms when they were not specifically designed by the manufacturer for such use.    On the west side of the construction site, an employee standing on a wooden platform elevated by a skytrak installing metal side walls on a commercial building was exposed to a fall hazard of 16 feet to the ground below.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.   On the west side of the construction site, an employee engaged in installing metal panels from unprotected balcony without fall protection was exposed to a fall hazard of approximately 11 feet to the ground below.
