The employer can provide working level access by one of the following: a. Portable ladders, b. Hook-on ladders, c. Attachable ladders, d. Stair towers, e. Stairway-type ladders, f. Ramps, g. Walkways, h. Integral prefabricated scaffold access, or i. Direct access from another scaffold, structure, personnel hoist, or similar surface.

29 CFR 1926.454(a): The employer did not have each employee who performed work while on a scaffold trained by a person qualified in the subject matter to recognize the hazards associated with the type of scaffold being used and to understand the procedures to control or minimize those hazards: On or about August 8, 2018, Johnsons Masonry, LLC had employees exposed to fall hazards of 11 feet without fall protection, while working from scaffolding, on a residential construction site and the employer did not provide scaffold training. This training would include: a. Nature of any electrical hazards, fall hazards, and falling object hazards in the work area, b. Correct procedures for dealing with electrical hazards and for erecting, maintaining, and disassembling the fall protection systems and falling object protection systems used, c. Proper use of the scaffold, and the proper handling of material on the scaffold, d. The maximum intended load and the load-carrying capacities of the scaffold used, e. Any other pertinent requirements of this subpart, L Scaffolds.
