A)  Within the trailer yard at 155 Smith Street in Keasbey NJ; personal fall protection for truck drivers walking / working atop 13 ft high tanker trailers is through use of body harness connected via snap-hook to retractable lifeline anchored to overhead pole.  Working alone inspecting / securing vents atop their assigned trailer, outside the regular business hours of the yard, exposes drivers to hazard of trauma from prolonged suspension within a harness due to the unavailability of another person to promptly rescue them.    Condition(s) were noted on or about 8/20/2018.
