29 CFR 1926.1052(b)(2): Foot traffic was not prohibited on skeleton metal stairs where permanent treads and/or landings were to be installed at a later date and the stairs were not fitted with secured temporary treads and/or landings long enough to cover the entire tread or landing area:    a) On or about August 23, 2018 at 21450 CR 12 South, Foley, Al; skeleton metal stairs without permanent treads: The employer failed to ensure the skeleton metal stairs were temporary filled in or had the permanent treads were installed before an employee use them which exposed him to the hazards associated with trip/slip/fall while going up or down the stairs.

29 CFR 1926.1052(c)(1)(i): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail:  a) On or about August 23, 2018 at 21450 CR 12 South, Foley, Al; handrails on fixed stairs:  The employer failed to ensure handrails were installed on the metal stairs which exposed an employee to fall hazards which vary up to ten feet to the concrete or wood floor.
