29 CFR 1926.20(b)(2):   Such programs did not provide for frequent and regular inspections of the job sites, materials, and equipment to be made by competent persons designated by the employers.  On or about 8/27/2018, a subcontractor of Double J Roofing & Contractors, LLC was installing roofing materials on a roof of a residential building located at 1603 Silver Hills Court in Wentzville MO.   Double J Roofing & Contractors, LLC did not conduct an adequate inspection of the job site, materials, and equipment.  The owner was onsite while the subcontractor employees were exposed to the following hazards:  a)  Three workers were was not wearing eye protection while using pneumatic nail guns. b)  Three workers were not utilizing guardrail systems, a safety net system, or personal fall arrest systems.   The employees were observed on the roof of the building without fall protection, exposing them to a fall to the ground below. c)  The ladder the employees were using to access the second story roof was not extended three feet beyond the landing or edge of the roof.
