29 CFR 1910.28(b)(1)(i): (1) Unprotected sides and edges.  (i) Except as provided elsewhere in this section, the employer must ensure that each employee on a walking-working surface with an unprotected side or edge that is 4 feet (1.2 m) or more above a lower level is protected from falling by one or more of the following:  guardrail systems, safety net systems, or personal fall protection systems.  On or about September 25, 2018 at 2602 Co Rd PP in Plymouth, employees cleaning Line Five (5) at second level incline conveyor and scales twelve feet above lower surface were standing within four feet of an incomplete guardrail system; a two foot long section of the top rail not installed above the mid-rail.
