29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (Construction Reference: 1926.59)  At a residential construction site located at 17490 NW 128th Ct in Platte City, MO: Employees were exposed to harmful chemicals that could cause injuries and/or illnesses in that the employer had not developed, or implemented, a written hazard communication program. This was demonstrated at the residential construction site when 4 employees were dispensing gasoline that was used to power the ROLAIR (Serial #17082002) air compressor for the pneumatic nail guns.

Employees were observed using pneumatic nail guns without the use of protective eyewear while roofing a residential home.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:   A worksite located at 17490 NW 128th Ct, Platte City MO: Employees were exposed to a fall hazards. Employees were using a Werner brand folding ladder to access the roof of the residential worksite. The ladder was not extended at least 3 feet above the upper landing being accessed.
