29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed.  a) Residential Building, 6 East Chestnut Street, Wilkes-Barre, PA - Employees used a 40-foot Type I Werner Aluminum D-Rung Extension Ladder - Model D1340-2 or a 40-foot Type 1 Louisville Aluminum Extension Ladder - Model AE3240 for roof access/egress with fly section side rails that each extended fourteen (14) inches above the roof edge exposing the employees to a fall hazard, as observed on or about October 22, 2018.  In accordance with 29 CFR 1903.19, abatement certification is not required for this violation as the hazardous condition was corrected during the inspection.
