29 CFR 1903.19(c)(1): The employer did not certify to OSHA, within 10 calendar days after the abatement date, that the cited violation had been abated:  (a) 20 Wilderness Trail Hamburg, Pennsylvania - The employer did not certify that the citations had been abated within 10 days of the abatement date, on or about December 20, 2018.   Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.

29 CFR 1926.502(b)(1): The top edge height of the top rails, or equivalent guardrail system members, was not 42 inches (1.1 m) plus or minus 3 inches (8 cm) above the walking/working level.  (a)  20 Wilderness Trail Hamburg PA, - Employees were observed working to install roofing material to the top of a parapet wall that was 31.5 inches high, thereby exposing employees to a fall of approximately 24 feet to the ground below, on or about October 23, 2018.  No abatement certification or documentation required.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  (a)  20 Wilderness Trail Hamburg PA, - The employer did not provide training to employee(s) which would have allowed employee(s) to recognize the hazards of falling and the equipment and procedures to use to minimize those hazards, thereby exposing employees to possible injuries, on or about October 23, 2018.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
