29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury:  Southeast of roadway:  On or about November 6, 2018, and at times prior thereto, employees without high-visibility apparel were exposed to a struck-by hazard, while working on setting up barrels for a lane closure without being trained to recognize the proper techniques and safety procedures for installing and monitoring traffic control devices.
