29 CFR 1926.51(f)(1): The employer did not provide adequate washing facilities for employees engaged in the application of paints, coatings, herbicides, or insecticides, or in other operations where contaminants may be harmful to the employees.  Such facilities were not in near proximity to the worksite and was not equipped as to enable employees to remove such substances:  a) At the site, the employer did not provide non-alkaline soap for employees working with Portland cement.
