Employees working at the Enclave at Roanoke City Centre apartments were not wearing fall protection or tied off while working inside the baskets of elevated aerial lifts; employees were exposed to being ejected and a fall hazard of up to 20 feet to the ground below.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.   On or about November 11, 2018 and at times prior thereto, employees working at the Enclave at Roanoke City Centre apartments were exposed to unprotected fall hazards from walking/working surfaces:  a)  Building 5, south side, two employees were working from unguarded balconies without fall protection; employees were exposed to a fall hazard of up to 20 feet to the ground below.  b)  Building 4, south side, employees were performing sheathing activities on the upper deck without fall protection and exposed to a fall hazard of up to 20 feet to the ground below.
