29 CFR 1910.22(b): The employer did not ensure that each walking-working surface can support the maximum intended load for that surface: (a) Regal Estates Apartments, Colorado Springs CO: On or about November 9, 2018, and at times prior, employees were exposed to potentially hazardous conditions due to a damaged walking-working surface in an area used for storage of maintenance supplies. Maintenance employees were accessing materials stored in the pool house at Regal Estates Apartments. The floor of the pool house had suffered water damage and was pulled approximately 2-3" away from the baseboards and the supporting framework in the basement was cracked. No assessment had been done to determine the new maximum intended load for the damaged floor. Abatement Note: Abatement certification and documentation are required for this item (see enclosed Certification of Corrective Action Worksheet).

Maintenance employees were accessing materials stored in the pool house at Regal Estates Apartments. 29 CFR 1910.305(d)(2): Panelboards, other than the dead front externally-operable type and accessible only to qualified persons, were not mounted in cabinets, cutout boxes, or enclosures designed for the purpose and/or were not dead front: (a) Regal Estates Apartments, Colorado Springs CO: On or about November 9, 2018, and at times prior, employees were exposed to electrical shock hazards due to a live electrical panelboard missing a dead front or not mounted in an enclosure designed for the purpose. Maintenance employees were exposed to an electrical panel missing the dead front enclosure while accessing the pool house used as storage for maintenance supplies. The electrical panel was located in the hallway next to one of two entrances to the pool house, creating inadvertent exposure as maintenance employees walked past. Abatement Note: Abatement certification and documentation are required for this item (see enclosed Certification of Corrective Action Worksheet).

29 CFR 1910.303(g)(1): Sufficient access and working space was not provided and maintained about all electric equipment (operating at 600 volts, nominal, or less to ground) to permit ready and safe operation and maintenance of such equipment: (a) Regal Estates Apartments, Colorado Springs CO: On or about November 9, 2018, and at times prior, the employer did not maintain sufficient working space about electrical panels in the boiler rooms of apartment buildings to permit ready and safe operation and maintenance of such equipment. Of the five buildings inspected during the walkthrough, three did not maintain at least 36 inches of clearance in all directions around electrical panels in the boiler rooms.

Maintenance employees accessed storage in the lower level of the pool house via a staircase that did not have handrails installed.
