OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm in that employees were exposed to struck-by hazards while moving railcars with an alloy steel chain attached to a hook welded to the bucket of a backhoe loader.    a) Facility, 2483 Trenton Avenue, Williamsport, PA - Employees moved 25-35 ton railcars with an alloy steel chain connected to the railcar and a clevis grab hook welded to the bucket of a CASE Construction Equipment Backhoe Loader Model 580C (Serial No. 8976736). The altered clevis grab hook (branch was sheared), the alloy steel chain without rated load, and the weld on the bucket (altered hook and bucket tensile strength) created an unknown maximum rated load for the towing configuration exposing employees to struck-by hazards, on or about November 9, 2018.    In accordance with 29 CFR 1903.19(c), abatement certification is required for the violation.
