29 CFR 1910.134(c)(1): The employer did not establish and maintain a written respiratory protection program, as specified in subparagraphs (c)(1)(i) through (ix), in that employees were required to wear respirators during work operations:  (a) Nutritional Elements, Inc. at 4800 Nome Street, Denver CO 80239: On and preceding 12/11/2018, the employer did not establish and maintain a written respiratory protection program, as specified in subparagraphs (c)(1)(i) through (ix) of 29 CFR 1910.134, in that employees were required to wear respirators during work operations.  Employees worked in a cultivation facility.  The employees were required to wear 1/2 mask tight fitting air purifying respirators with organic vapor cartridges while applying pesticides.  The employer did not have a written respiratory protection program.  This condition potentially exposed the employees to a respiratory hazard.

Information and training may be designed to cover categories of hazards (e.g., flammability, carcinogenicity) or specific chemicals. Chemical-specific information must always be available through labels and safety data sheets.  (a) Nutritional Elements, Inc. at 4800 Nome Street, Denver CO 80239: On and preceding 12/11/2018, the employer did not provide employees with effective information and training on hazardous chemicals in their work area at the time of their initial assignment, and whenever a new physical or health hazard the employees have not previously been trained about is introduced into their work area. Employees worked in a cultivation facility that used carbon dioxide for the enrichment of plant growth.  This condition exposed employees to chemical hazards associated with use of chemicals such as, but not limited to, carbon dioxide, pesticides and nutrients.
