29 CFR 1926.451(b)(1): Each platform on all working levels of scaffolds shall be fully planked or decked between the front uprights and the guardrail supports as follows:  On or about December 10, 2018, at the above addressed jobsite, an employee performing stucco work from a tubular welded scaffold that was not fully planked, was exposed to a 6-ft fall hazard.
