29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury:    (a) Grove Street & Morgan Street, Jersey City, NJ    On 12/10/18, an employee was injured when he was struck by a water main cap that was under pressure.  The worker was not properly trained in the procedure and use of a wooden block restraint during water main cap installation.       Condition occurred on or about 12/10/2018
