29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used.  Cross braces were used as a means of access.  a)    Building M-32, Norfolk Naval Shipyard: On or about 01/10/2019, employees working from a 7 feet high fabricated frame scaffold erected with an outrigger platform 44 inches from the ground were not provided with a safe means of access and egress from the outrigger platform as a result employees were exposed to a possible fall.    Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
