29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them): (a) PE Construction Limited, at 110 S Polk Avenue, Louisville, CO: On and preceding 1/17/19, the employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person. Employees were re-roofing a single-family residential structure. Two employees performed the work upon the roof and accessed the roof via a ladder. PE Construction Limited did not perform inspections of the worksite to identify hazards and implement corrective measures for hazards, such as but not limited to employees exposed to fall hazards. This condition exposed employees to approximate 9.0 foot and 9.9 foot fall hazards. (b) PE Construction Limited, at 128 S Polk Avenue, Louisville, CO: On and preceding 1/17/19, the employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person.
