29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):    (a)  Exquisite Windows Inc., at 462 Spruce Street, Louisville, CO:  On and preceding 1/17/19, the employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person.  Subcontractor employees were re-roofing a single-family residential structure.  Two subcontractor employees performed the work while not protected from a fall. Exquisite Windows Inc. did not perform inspections of the worksite to identify hazards and implement corrective measures for hazards, such as but not limited to subcontractor employees exposed to fall hazards.  This condition exposed subcontractor employees to approximate 10.3 foot, 10.8 foot and 18.3 foot fall hazards.
