29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has the authority to take prompt corrective measures to eliminate them):    (a)  Exterior Home Detail LLC, at 131 Sage Drive, Brighton, CO:  On and preceding 2/1/19,  the employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person.  Subcontractor employees were removing and installing siding of multi-story multi-family residential structures.  Subcontractor employees performed this work while working upon first story and second story roofs.  The subcontractor employees accessed the roofs using aluminum extension ladders.  Exterior Home Detail LLC did not perform inspections of the worksite to identify hazards and implement corrective measures for hazards, such as but not limited to subcontractor employees exposed to fall hazards.  This condition exposed subcontractor employees to approximate 12.8 foot fall hazards.
