On or about 2/04/2019, Blattner Steel Company did not conduct a periodic inspection of the energy control procedures at least annually to ensure that the procedures and the requirements of this standard were being followed.  The following hazardous conditions existed at the time of the inspection:    a)  Periodic inspections were not conducted on their authorized employees to identify and correct deficiencies or inadequacies.  b)  Each energy control procedure had not been separately inspected to ensure that the energy control program was being properly utilized.
