29 CFR 1926.501(b)(1): Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge which is 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.  Royal Window Fashions - On or about February 25, 2019, and at times prior thereto, employees were exposed to a fall hazard greater than six feet while painting the upper portion of a building without fall protection.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed:  On or about February 25, 2019, and at times prior thereto, employees were exposed to a fall hazard while painting the front of the building while using a Davis 8ft ladder that did not extend at least 3 feet above the upper landing surface.
