29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), and (c)(4)(ii)(C):  On or about March 1, 2019, the employer did not ensure the control of hazardous energy procedures to include but not limited to: the small German machine and the large German machine, had clearly and specifically included all of the rules and techniques used by the machine operator employees to control the electrical and pneumatic energy when servicing the machines.  The employer's procedures did not include a specific statement of the intended use of the procedure [per 1910.147(c)(4)(ii)(A)], specific procedural steps for the isolating and blocking of the hazardous electrical and pneumatic energy [per 1910.147(c)(4)(ii)(B)], and placement of lockout devices [per 1910.147(c)(4)(ii)(C) requirements].
