29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system:  a) On or about March 7, 2019, the employer did not ensure employees who were performing framing work at a height of 10 feet, from the ground level, without the use of a personal fall arrest system such as, but not limited to, a harness and lanyard, thus exposing employees to fall hazards.

29 CFR 1926.35(b)(5): The preferred means of reporting fires and other emergencies was not established:  a) On or about March 7, 2019, the employer did not ensure a means for employees to report fires and other emergencies insomuch that the employees did not know the address or location of the worksite, which would have limited their ability to effectively guide emergency services to the worksite.
