29 CFR 1926.1052(b)(1): Except during stairway construction, foot traffic is prohibited on stairways with pan stairs where the treads and/or landings are to be filled in with concrete or other material at a later date, unless the stairs are temporarily fitted with wood or other solid material at least to the top edge of each pan. Such temporary treads and landings shall be replaced when worn below the level of the top edge of the pan. Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b):  A) 971 Bonnel Court, Union, NJ 07083  Employees were engaged in the process of staging floor trusses on the 3rd floor of the structure. The employees were standing on the upper wall plates used to frame interior and exterior walls, with no means of fall protection and exposed to fall hazards of approx. 36 ft.    Occurred on or about March 12, 2019
