29 CFR 1926.452(w)(2):  Scaffold casters and wheels shall be locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold is used in a stationary manner:    Employee(s) were exposed to fall hazards.  Employee(s) engaged in construction work activities at the northwest corner of the third floor located at 13300 Switzer Road, Overland Park, Kansas were exposed to a fall hazard of approximately 3 feet due to the caster wheels not being locked while an employee worked on the top level of a mobile scaffold.
