29 CFR 1926.1051(a): Stairways or ladders were not provided at all personnel points of access where there was a break in elevation of 19 inches (48 cm) or more, and no ramp, runway, sloped embankment, or personnel hoist was provided:       (a)  Coffer Dam - On or about March 27, 2019, a step constructed of a horizontal steel angle which was located 25 inches above the ground where workers used that step to enter a coffer dam.     In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the Certification of Corrective Action Worksheet).
