29 CFR 1910.147(c)(6)(i): The employer did not conduct a periodic inspection of the energy control procedure at least annually to ensure that the procedure and the requirement of this standard were being followed:   a) 221 S. Church Street, Greenwood, DE: On or about April 11, 2019, the employer failed to conduct a periodic inspection of energy control procedures at least annually. Employees perform servicing and maintenance activities on equipment including, but not limited to, punch presses, press brakes, extruders, slitters, CNC which had multiple energy sources including pneumatic, hydraulic, electric, and gravity.   Abatement Note:   a.  Where lockout is used for energy control, the periodic inspection shall include a review, between the inspector and each       authorized employee, of that employee's responsibilities under the energy control procedure being inspected.1910.147(c)      (6)(i)(D)  b.  Where tagout is used for energy control, the periodic inspection shall include a review, between the inspector and each       authorized and affected employee, of that employee's responsibilities under the energy control procedure being       inspected, and the elements set forth in paragraph (c)(7)(ii) of this section.1910.147(c)(6)(ii)  c. The employer shall certify that the periodic inspections have been performed. The certification shall identify the machine      or equipment on which the energy control procedure was being utilized, the date of the inspection, the employees      included in the inspection, and the person performing the inspection.  Ensinger Penn Fibre was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.147(c)(6)(I), which was contained in OSHA inspection number 1023288, citation number 2, item number 1 and was affirmed as a final order on (04/21/2015), with respect to a workplace located at Church & Snyder Streets, Greenwood, DE.
