29 CFR 1926.451(f)(7): Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration:; Such activities were not performed only by experienced and trained employees selected for such work by the competent person.    or in the alternative:  29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s).    On 2/26/19, at the Highland Wood Ct, Lot 106, Auburn, Georgia job site, subcontracted employees were exposed to various hazards, including fall hazards, as they were working from scaffolds greater than 10 feet, and were not using a ladder to access upper work levels and instead climbed the scaffold members to access working levels, and did not have full decking on working levels. The employer did not conduct inspections of the job of the site to ensure identified hazards at the job site were eliminated.
