As a result, employees did residential roofing work on a two-story single-family home without using any fall protection, exposing the employees the hazard of falling to a lower level.  In addition, each employees did not wear eye protection when using pneumatic nailers to attach shingles to the roof, exposing employees to the hazard of getting struck-by ricocheting nails.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net systems, or personal fall arrest systems, nor were employees provided with an alternative fall protection measure under another provision of paragraph 1926.501(b):  (a) Roof - Employees did roofing work, including installing new shingles, on the two-story single-family home, which had a first floor roof eave height of 9 feet 7 inches and a second floor roof eave height of 18 feet 1 inch.  The employees did not use guardrail systems, safety net systems, or personal fall arrest systems for fall protection nor did they use an alternative fall protection measure.  Instead, employees wore climbing harnesses equipped with rope clamp ascension devices and over the attached garage, had ropes available for connecting the climbing harnesses to the ropes.  However, an employee installing the ridge cap on the house's main roof did not have an anchor point and did not tie off, and two employees working on the garage roof tied off to the available ropes but not at all times and the ropes had lengths that would allow the two employees to fall off the rake edges of the roof, exposing the employees to the hazard of falling from the roofs to the ground below, on or about April 4, 2019.  Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.
