29 CFR 1926.1053(a)(1)(i): Self supporting portable ladders were not capable of supporting, without failure, at least four times the maximum intended load: a) At 10929 Naples Ave., Lot 100 The Verandas, Fairhope, Alabama: On or about May 23, 2019 and at times prior; the employer allowed his employees to use a job made ladder located at the front of the house to gain access to the roof and the ladder did not have blocks installed between the ladders rungs exposing his employees to a fall hazard of up to 14 feet to the ground below.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: a) At 10929 Naples Ave., Lot 100 The Verandas, Fairhope, Alabama: On or about May 23, 2019 and at times prior; the employer allowed his employees to use an extension ladder located at the rear of the house to gain access to the roof and the rails of the ladder did not extend three feet above the landing to provide safe access exposing his employees to a fall hazard of up to 11.7 feet to the ground below. b) At 10929 Naples Ave., Lot 100 The Verandas, Fairhope, Alabama: On or about May 23, 2019 and at times prior; the employer allowed his employees to use a job made ladder located at the front of the house to gain access to the roof and the rails of the ladder did not extend three feet above the landing to provide safe access exposing his employees to a fall hazard of up to 14 feet to the ground below.
