29 CFR 1926.1052(b)(1): Foot traffic was not prohibited on stairways where the treads and/or landings of pan stairs were to be filled in with concrete or other material at a later date and stairs were not temporarily fitted with wood or other solid material at least to the top edge of each pan.  Location: 1654 84th Street, Brooklyn, NY; Ground floor  On or about 6/11/2019,  a) The treads and landings of the pan stairs were not filled or fitted with any solid material to the top edge of each pan.  Employee used these stairs to travel between floors delivering drywalls.

Location: 1654 84th Street, Brooklyn, NY.  On or about 6/11/2019,  a) The stairways between each and every floors were not installed with handrails.
