29 CFR 1910.1200(e)(1): The employer did not develop, implement, and maintain at each workplace, a written hazard communication program which at least described how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training were met:  a) Northern Colorado Concrete, Inc. at the Martin Marietta Greeley Asphalt Plant, 925 N 35th Ave., Greeley, Colorado: On or about 6/19/2019 the employer did not implement and maintain at each workplace a written hazard communication which at least described how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training were met. Employees work with concrete on a daily basis in the demolition and installation of ramps, sidewalks, driveways, and other concrete structures. This condition exposed employees to chemical hazards associated with concrete.  Northern Colorado Concrete was previously cited for a violation of this occupational safety and health standard which was contained in OSHA inspection number 1238644, citation number 01, item number 001a and was affirmed as a final order on 11/6/2017, with respect to a workplace located at 31793 County Rd. 29, Greeley, Colorado, 80631.

This condition exposed employees to respiratory hazards.
